The Idaho Wheat Commission is proposing a rule change says is spokesperson Kathy Wilson. “The Idaho Wheat Commission has enabling legislation that established us and gave us the authority to collect an assessment from wheat growers. Originally in the language, we were given the authority to also receive the names of the people who were paying the tax so essentially when someone goes in and sells their wheat to the elevator, the elevator collects the assessment and then periodically when they remit the assessment, they also remit the names of the growers that they took that assessment from. Somewhere in history, that provision was removed. It is in every other similar organization like the BeanCommission, Barley Commission and all of those where there is an assessment received. So the rule change is, this doesn’t require a change in our legislation but it does require that the rules that govern the enabling legislation are changed. So the change we are asking for is that when elevators remit their wheat tax, that they would also remit a name and mailing address for the person who sold that wheat to them.
